ACI World Congress is the preeminent financial markets association conference held in different country each year. The ACI World Congress has a long history and was first organized in 1955. Last year the 60th ACI World Congress was held in Paris with many international delegations attending.
Singapore has held the conference in year 1980, 2001 & 2013 and has been successful in being offered to host it again in 2023. This is definitely an honour to host the 61st ACI World Congress this year which allow us to fly the flag for Singapore as a Global Financial Markets Hub.

Financial Markets Association of Singapore (formerly known as ACI Singapore) is affiliated to ACI – The Financial Markets Association (ACI FMA), a Paris-based global umbrella body of financial markets associations, ACI FMA, founded as Association Cambiste Internationale and has more than 8,000 international members worldwide in more than 60 countries, making it the largest international association in the wholesale financial markets and was founded in France in 1955 following an agreement between foreign exchange dealers in Paris and London. Singapore has always been an active participant in the ACI Global arena with elected representatives in the ACI FMA Standing Committees. Our Singapore Committee members have been elected to various global committees over the years and presently to the ACI FMA Board of Education.
The Association was officially renamed to Financial Markets Association of Singapore on 31st March 2021 to reflect a stronger focus on the domestic agenda and is still affiliated with ACI FMA. Our Executive Committee had recommended that the association should adopt a progressive mentality and refocus our efforts to promote the association’s key objective of fostering collaboration within the financial market ecosystem. This includes promoting and supporting all participants who supports the front office of financial market in Singapore, such as the treasury middle and back office, the risk and compliance professions and recognised market operators in the ecosystem. In addition, it was recommended to expand our membership criteria and allow these participants supporting the front office to join our membership. By allowing more support function role employees to join FMAS, they will in turn benefit from the association’s activities that includes improving standards, increase collaboration, education, networking and promote charity giving. All these add value to our industry as a whole.

Alex Shterenberg is a Managing Director and Global Head of G10 and EM EFX Trading at Barclays, based in London.
Alex joins us after five years at Bank of America Merrill Lynch where he was Global Head of FX Algorithmic Execution, and Head of eFX Trading for the Americas. In this role he developed and oversaw cutting-edge pricing and hedging models.
Previously, Alex was at JP Morgan for six years, most recently as Global Head of FX Execution Services where he founded the FX algo business, and designed and implemented new algos, TCA models and tools. Before that, he was responsible for risk management in JPMorgan’s Automated Trading Strategies group. He has also worked as a senior consultant and developer at Broadway Technology after starting his banking career in Equities Market Data and Trade Execution Technology at UBS.
Alex graduated with a Master’s degree in Computer Science and Bachelor’s degrees in Computer Science and Aerospace Engineering from Massachusetts Institute of Technology.

Mr Andrew Ng is Group Executive of DBS & Head of Treasury and Markets. He joined DBS in 2000 and was named Managing Director and Regional Head of Trading in 2005.
Since 2006, Andrew has been instrumental in leading DBS Treasury and Market’s expansion in the region. In addition, he helped build a pan-Asia trading platform on different asset classes and established a region-wide local currencies derivative capability for the bank. He has also expanded DBS’ capabilities in generic and exotic derivatives.
Andrew has worked in the treasury business for over 35 years. Prior to joining DBS, he was Executive Director at Canadian Imperial Bank of Commerce from 1995 to 1999. In that role, he set up CIBC’s trading platform and derivative capabilities on Asian currencies. Between 1986 and 1995, Andrew was Head of North Asia Trading and Treasurer of Chase Manhattan Bank in Taipei.

Professor Bernard Yeung is Chair Professor, and China’s Ministry of Education appointed Changjiang (Yangtze River) Scholar, visiting the Southern University of Science and Technology (SUSTech) (Aug 2023 – ). He is also the President Emeritus (Inaugural) of the Asian Bureau of Finance and Economic Research and an emeritus professor at the National University of Singapore Business School.
Professor Yeung was the President of the Asian Bureau of Finance and Economic Research (2013 to 2023). He was also the Stephen Riady Distinguished Professor in Finance and Strategic Management at the National University of Singapore Business School (Jun 2008 – Jun 2023). He was Dean of NUS Business School from June 2008 to June 2019. Before joining NUS, he was the Abraham Krasnoff Professor in Global Business, Economics, and Management at New York University (NYU) Stern School of Business and the Director of the NYU China House. From 1988 to 1999, he taught at the University of Michigan and the University of Alberta from 1983 to 1988.
Professor Yeung has published widely cited work in top-tier academic journals covering Finance, Economics, Strategy, and International Business topics. He has more than 30,600 citations.
He was awarded the Public Administration Silver Medal (2018) in Singapore, the Irwin Outstanding Educator Award (2013) from the Academy of Management, and is an elected Fellow of the Academy of International Business.
Professor Yeung was a member of the Economic Strategies Committee in Singapore (2009), a member of the Social Science Research Council (SSRC) in Singapore (2016-2018), and a member of the Financial Research Council of the Monetary Authority of Singapore (2010 -2013).
Professor Yeung sits on the Advisory Board of the East Asia Institute, NUS and the Advisory Committee of the Institute of Economics, Academia Sinica. Professor Yeung also serves as an Independent Non-Executive Director of the Bank of China (BOC) Aviation Limited since 2016 and the Advisory Board of Healthway Medical Corporation Ltd (2018-2022).
Professor Yeung received his Bachelor of Arts in Economics and Mathematics from the University of Western Ontario and his MBA and Ph.D. degrees from the Graduate School of Business at the University of Chicago.

Bilahari Kausikan is currently Chairman of the Middle East Institute, an autonomous institute of the National University of Singapore. He has spent his entire career in the Ministry of Foreign Affairs. During his 37 years in the Ministry, he served in a variety of appointments at home and abroad, including as Ambassador to the Russian Federation, Permanent Representative to the UN in New York, and as the Permanent Secretary to the Ministry. Raffles Institution, the University of Singapore and Columbia University in New York all attempted to educate him.

Before entering the crypto market CJ started his career on the trading floor in Hong Kong as a Fixed Income Structurer at Morgan Stanley before switching roles to head up Fixed Income Solutions for Morgan Stanley Private Bank in APAC. He also worked for Nomura Private Bank, where he focused on key client solutions in both public and private markets. CJ holds a double degree from Singapore Management University.

Daniel became Group Head, Post Trade, London Stock Exchange Group (LSEG) on 1 January 2020. He is also a member of LSEGs Executive Committee.
Daniel joined LCH in 1999, and during his career at LCH and LSEG has held a variety of senior roles including Global Head of SwapClear, ForexClear, LCH Group COO and was appointed Chief Executive Officer of LCH Group in October 2017.
Daniel had responsibility for risk management, default management, product management, regulatory strategy, programme delivery, sales, marketing and operations across LCH’s SwapClear service, chairing SwapClear Default Management Group and participating in LCHs Risk Committee. In 2010 Daniel established and built out LCH’s North America operations in New York and led SwapClear’s client clearing franchise. Daniel worked at J.P. Morgan from 2005 to 2008 before returning to LCH on 1 September 2008 where he was immediately responsible for the successful trading and unwinding of Lehman Brothers’ LCH-cleared bond and repo portfolio.
Over his career Daniel has made significant contributions to the development of CCP and derivatives regulatory frameworks across the globe, as well as a leading role in the industry in LIBOR and new reference rate transition, and also the UK withdrawal from the EU and the impact on Financial Services. Daniel was appointed to the Board of the International Swaps and Derivatives Association (ISDA) in April 2018, Daniel was appointed as Chairman of CurveGlobal Limited in May 2020 and also Chairman of UnaVista Limited in June 2021.

David Dredge is CIO, CEO and a Director of Convex Strategies Pte Ltd. Mr Dredge fulfilled these same roles while managing the Fund under City Financial Investment Company Pte Ltd. Prior to joining City Financial Investment Company Pte Ltd, Mr. Dredge worked as Co-Chief Investment Officer at Fortress Investment Group LLC. Prior to joining Fortress in 2011, Mr. Dredge was a Managing Director and Portfolio Manager at Artradis Fund Management in Singapore, where he was responsible for the non-equity aspects of their volatility based portfolio. Previously, Mr. Dredge built Asian and Global EM businesses for RBS/ABN AMRO Group and Bankers Trust. Prior to that he performed various trading roles for Bank of America in San Francisco, London, Singapore, Jakarta, Tokyo and Hong Kong. Mr. Dredge is a main committee member of the Singapore Foreign Exchange Markets Committee (SFEMC).
Mr. Dredge graduated from University of Utah with a degree in Finance and completed an MBA at the University of California, Berkeley.

Based in Singapore, Deborah is responsible for a wide-ranging portfolio in markets across South East Asia. This includes delivering the breadth and depth of BlackRock’s capabilities to clients in the region.
BlackRock is one of the world’s leading providers of investment, advisory and risk management solutions. As of Q4 2022, BlackRock’s assets under management total US$8.59 trillion across fixed income, cash management, alternative investment, real estate, equities and advisory strategies.
Deborah is a member of BlackRock’s Asia-Pacific Executive Committee. She was the APAC Chair for WIN from 2018 – 2022 and has had extensive experience at the helm of various women’s networks in the financial services industry in Asia and continues to champion gender equality in the workplace.
Deborah is passionate about developing leaders in the financial services sector in Asia. She is active in contributing to the development of the financial industry in Singapore. She represents BlackRock on the Financial Centre Advisory Panel of the Monetary Authority of Singapore (MAS), which consists the most senior representatives of the top financial institutions in Singapore. She was also a member of the Steering Committee of the Green Finance Industry Taskforce, an industry grouping convened by the MAS to accelerate the development of green finance in Singapore.
Deborah has 30 years of experience in Investment Banking and Asset Management and is on the investment committee of the LKY fund for Bilingualism. She is a Board member of the Singapore Land Transport Authority and is a trustee on the board of the Singapore Management University.
Deborah was most recently awarded the Lifetime achievement award by Markets Media Group in the 2021 Women in finance Asia Awards for her contribution to female talent development in the Finance Industry.

Elaine Yew is a Senior Partner in Egon Zehnder and the Global Co-Head for our Family Business and Family Office Practice. She is also the Asia lead of our Global Board Practice and a founding leader of our Global Leadership Advisory Practice. She serves private and public companies on succession planning for CEO, other C-level positions and Non-Executive positions and advises clients on CEO development, top team effectiveness, organizational culture and board effectiveness. Elaine is a trained Coach and Fellow of the Institute of Coaching, McLean, affiliated to the Harvard Medical School. She is also a certified Mediator and uses some of the principles in helping people work better together.
Elaine joined the firm in 2000 and spent the first nine years in the London office developing the Private Equity Practice in Europe. She moved to Singapore to lead the office there as Managing Partner until 2016. She was also a member of the firm’s Global Executive Committee for eight years.
Before joining the firm, Elaine helped to lead an industry change program while at Global Freight Exchange, the world’s first Internet-based global marketplace for air cargo. Prior to that, she was Executive Director with Goldman Sachs in the European Equities Division, based in London. Earlier, she was a Consultant with Monitor Company, working across Europe with clients in diverse sectors. She started her career with the Singapore Economic Development Board, where she was at the center of early regionalization work, helping Singapore companies develop their presence in Indochina and Myanmar in the early 1990s.
Elaine’s first passion was the Theatre, and she has a BA with Honours in English and Drama from the University of Kent and an MBA from INSEAD in Fontainebleau, France.
Education is a big area of interest for Elaine and where most of her community work is centered. She serves on the Board of Trustees of the National University of Singapore and is a member of the Industry Advisory Board of NUS’s School of Continuing and Lifelong Education (SCALE). Elaine also serves on the Board of Governors of the Convent of the Holy Infant Jesus group of schools in Singapore.
Elaine’s other focus in her community work is in the area of leadership and workforce development in Singapore. She sat on the Board of Workforce Singapore, and is on the Advisory Board of Women’s Forum Singapore. She sits on the board of The Majurity Trust, a philanthropic foundation, and chairs their Tangent Initiative.
In addition, Elaine is a Director on the Board of SPH Media Holdings, on the independent Nominating Committee of BW Offshore, BW Energy, BW LPG and Hafnia, listed on the Norwegian Stock Exchange; and is a member of the Asia Advisory Board of Allianz. He has also led and managed restructurings and workouts, regulatory investigations and compliance programs across diverse business areas and geographies. Jason is an active participant in various industry bodies and initiatives and speaks regularly at industry events. His current focus includes ESG regulations and sustainability standards.
Jason is qualified in four different jurisdictions and has practiced in a variety of in-house and practice roles in London, Singapore, and Sydney. Prior to joining Temasek, Jason spent 13 at a global investment bank where he held senior leadership functions in APAC.

Dr Jeffrey Jaensubhakij was appointed Group Chief Investment Officer in January 2017. He oversees GIC’s total investment portfolio, and works with investment group heads to manage and monitor investment activities across all asset classes. He also leads the development of short- and long-term investment policies to optimize the risk-reward of the total portfolio across changing investment environments. He joined GIC in 1998 as a Senior Economist covering the US economy and was subsequently appointed Co-Head of Asset Allocation Strategy in the Economics and Strategy Department. He was Head of Total Return Equities and the US Equities teams based in GIC’s New York Office from 2003 to 2011. He was subsequently appointed President, Europe in 2011 coordinating GIC’s investment activities in Europe across public and private asset classes, President, Public Markets and Director of Public Equities in 2013, and Deputy Group Chief Investment Officer in 2016.
